Nonmedical use of amphetamines... Fair, or unfair?

Given the rampant use of amphetamines in college and particularly medical school, is this something that should be addressed more aggressively? Here is a link to a simple article on this topic.

They work with herbs
and penicillin.
They work with gentleness
